Basics Of Importing – 10 Most Important Points For Quality When Buying From China

WOW, lead paint on a children’s giveaway toy. WOW, a computer mouse that can seriously shock the user. It seems that every new day brings a wave of product recalls and safety alerts in regard to product coming from China. Promotional product importers and distributers are just as susceptible as retailers to the disastrous effect on business and reputation that distributing a dangerous product will bring. As more of us in the promotional product industry deal with China suppliers on a daily basis, the following strategies can serve as a guide to ensuring you receive only the highest quality product from overseas.  

10.  Find Out Who You’re Working With – When you’re buying product from China it’s often hard to tell if you are working with a factory, a trading company, or something in between.  When it comes to product and quality issues it is key that you know exactly who you’re working with, and that the relationship is transparent to all parties. If you are not working with the factory directly and the supplier can not provide you satisfactory answers about the product, then they are inhibiting the sourcing process for you and you should reconsider the relationship. If you’re having a tough time putting your finger on who you’re working with you should contact a company specializing in China Supplier Verification.

9.      Send Short Emails, Sweet and to the Point – I have great respect for how much English the local Chinese staff uses having never lived in an English-speaking country. However, from my experience doing business in China for over 7 years, I will tell you that your China-based supplier most likely understands only about 50% of what you write in emails. Keep this in mind the next time you start a long-winded explanation or suggestion to an overseas supplier. English is not this person’s first language. Keep your emails simple and your directions clear.

8.       How To Pay Chinese Suppliers – Wire Transfer (W/T) or Letter of Credit (L/C)? – Having a safe and well-communicated payment arrangement in place before you place your order is beneficial to both parties and one of the parameters to a relationship that encourages quality. Unless you have a long-standing relationship and trust with your supplier, then L/C should always be your preferred method of payment. If you haven’t used a L/C before then contact your bank’s business department for assistance.

7.       Reduce Costs and Headaches with a 3rd party Quality Check (“QC”) – Working with a 3rd party QC company in China allows you to draw on the experience of firms whose entire mission is to ensure a products quality meets certain standards.   These companies provide services such as product inspection, factory auditing, and lab testing. The service is usually available at a fixed rate which can offer a great value relative to the total cost of your purchase (approximately $350 to inspect a shipment of goods). The most well known companies in China that provide QC services are InTouch Services, Bureau Veritas, and Intertek Testing.

6.        Validate you Production Schedule – Don’t Get Bumped! – Receiving your order from China on time is just as important as receiving the right product. Chinese factories are notorious for bumping less important (to them) production when a more profitable order comes in the door. Issues with quality are more likely to occur as a result of the supplier rushing to  catch up on the schedule that they promised you. So, make sure you are asking the right questions and getting answers in email. These questions include: a)         When will production start? Be 50% done? Complete? Ship out? (Confirm that these milestones are being reached) b)        Have all the raw materials for this order already arrived at the factory? How about all the packaging materials?

5.       Be Brave With The Phone – You can only communicate so much with email. When going back and forth with an overseas supplier does it sometimes seem like they’re just not “getting it”? The time difference can be a pain, but don’t let that stop you from arranging a phone conference with your supplier overseas. Online telephony such as Skype, which almost everyone in China is familiar with, makes it easy and free for you to communicate with contacts in China. Although this may not work for a supplier with low level English speaking capability, I suggest never placing an order if you have not had at least one phone conversation.

4.        Get Confirmation On Raw Materials or Risk Everything - It is absolutely integral to the quality of your product that you know exactly what materials are being used, and request documentation from the supplier that the materials are safe. The US continues to see recall after recall of products that have been manufactured with sub-standard materials. For example, if the item you are buying is white plastic, one should ensure that white plastic meets general flammability standards. If the item is likely to come in contact with food, ensure that it is of food grade. You should assume that the factory you are buying from in China will use the cheapest materials possible unless you specify differently. Insist that your supplier provide you with written verification. The FDA and other US organizations have regulations on which plastics, metals and other materials can safely be distributed. If your supplier can not verify this then contact a 3rd party QC company for guidance.

3.       Definitely Ask For Samples And Photos – When working with China you must insist on getting samples as often as possible. Don’t accept excuses unless there is a serious obstacle (i.e. no existing mold). Make sure to label and store these samples properly, and each time you receive a new sample compare it carefully with the last one you received. Never confirm to a factory in China that production can go forward until you approve a pre-production sample. You will be able to catch a great number of quality issues before they happen just by putting this process in place.

2.       Do away with just Expecting, Inspect! – Just about the simplest, least expensive, and most efficient way to eliminate quality issues with your China-made product is to have it inspected BEFORE it leaves the factory in China. The best way to arrange such an inspection is with a 3rd party QC company (mentioned above in #7), but it may also be arranged with your own staff in Asia, or that of your agent. You should insist on seeing an inspection report in English (including photos) that documents the process.

1. Go By Your Product QC Checklist – Poor communication during the ordering process is by far the root cause of most quality issues with China-based suppliers. One sure-fire way to dramatically improve this communication is with a Product QC Checklist. The QC Checklist is a several page document that details in writing all the important aspects of the items you’re buying.  It is best created with the help of a 3rd party QC company who specifically offers this service, but you can create a simple and effective one on your own by following the points below.  For more on creating a QC Checklist check Quality Wars which is my blog about QC.   The key points that should be included in this checklist are:

a)        Item details (item number, SKU description, etc.)

b)        Contents and Packaging 

c)        Color 

d)        Barcodes

e)        Appearance and Function

f)         Specifications and Special Requirements

g)        Photos  

Ensure that you have this document professionally translated into Chinese, and make the QC Checklist the starting point for discussing production and quality with your supplier. You may find that you don’t have a lot of the details that the QC Checklist calls for. If that’s the case then I suggest you make up the template and send it over to your supplier to fill in.    There’s no shortage of promotional product companies who now work direct with overseas suppliers. With all of the horror stories we hear about import orders gone bad, you can distinguish yourself by being able to consistently deliver excellent quality. Your customers will no doubt appreciate your due diligence, and ability to speak intelligently about your focus on quality

Fisher Price Toys Being Recalled Because Of Lead Poisoning

The toys and other products that were alleged to have the lead-based paint had been made in China and were being sold by Mattel to families here in the United States. The company will now pay over two millions dollars in fines for knowingly selling the dangerous toys.

In order to qualify as dangerous and/or hazardous to one’s health, paint must be comprised, by weight, of more than .06 percent lead. Anything less than that has been shown to be reasonably safe for both children and adults. Paint comprised of more than .06 percent lead, however, is illegal for use in and on toys and other products created for children. The Consumer Product Safety Commission (CPSC) determined that in 2007, over twenty-five toy models imported from China by Mattel and Fisher Price contained dangerously high levels of lead in the paint. All of these models were recalled immediately by the CPSC when it was discovered that they were dangerous for children. The actual number of toys imported by Mattel that were found to have excessive lead levels in the paint reached nearly one million. For Fisher Price, the number was closer to 1.2 million toys that had to be recalled.

Toys, as well as a variety of other products, made in China have come under heavy criticism by parents and many other consumers as a result of this incident. Mattel has also been heavily criticized for purposely allowing such products to be sold to unknowing and unsuspecting families. The effects of lead poisoning are severe and extensive, especially in children. Lead poisoning can alter brain development, stunt growth, impair the nervous system, cause convulsions, create learning disabilities that did not previously exist, and even disrupt a child’s ability to speak. Pregnant women who are subject to lead poisoning are also much more likely to have children with cerebral palsy.

Handling lead, products made of lead, or even products decorated with lead-based paints can result in severe lead poisoning and all of the effects listed previously, among many others not mentioned here. If you incurred lead poisoning from products made using illegal, hazardous levels of lea, you should see a Los Angeles personal injury attorney immediately. How to Protect Your Children From Lead Poisoning

Parents should be concerned about protecting their children from exposure to lead. “The reason for concern is there is no good level of lead in the body,” says Robert J. Geller, medical director of Georgia’s Poison Center.

Children’s Toys and Lead Paint

Most often, the lead danger present in toys comes from their paint. Ironically, although lead-based paint was banned from residential use by the U.S. Consumer Products Safety Commission (CPSC) in 1978, many children’s toys, particularly those made in China, are found to contain levels of lead in excess of that allowed.

Lead in paint resists moisture, increases durability, speeds drying, and allows the pain to retain a fresh appearance, factors which presumably account for its persisted use despite its known toxicity. Parents can help keep their children safe by regularly checking recall lists to see if their households have any hazardous toys. A comprehensive, month-by-month list is available through CPSC’s Product Safety and Recall News.

Symptoms of Lead Poisoning in Children

Children are particularly susceptible to the effects of lead poisoning, which involves the accumulation of lead in their bodies over time. Although mere contact with items containing lead does not in itself pose a threat, when children put toys with lead paint in their mouths (which young children are apt to do), lead lodges in their developing nervous systems, poisoning tissues and enzymes. And even a small amount of lead is enough to cause harm in young children.

Frighteningly, signs and symptoms of lead poisoning are often non-specific (they could be attributed to any number of typical childhood ailments) and are not apparent until lead levels have reached dangerous proportions. Symptoms of lead poisoning in children include weight loss, sluggishness, abdominal cramps, vomiting, loss of appetite, paleness, and constipation. Eventually, lead poisoning can lead to learning difficulties and even lowered intelligence.

Children younger than six are even more vulnerable. Attention deficit disorders, behavioral problems, stunted growth, hearing loss, kidney damage, and learning disabilities can result from even very low levels of exposure; high levels of exposure can cause mental retardation, comas, and even death.

Lead Dust & Other Sources of Lead Poisoning

Toys are not the only culprits of lead poisoning. Lead plumbing, lead-contaminated dirt, leaded crystal decanters, and painted ceramic dishware are also sources of the toxin. However, lead-based paint in older homes is the greatest cause for worry.

According to the U.S. Department of Housing and Urban Development, about 38 million American homes still contain lead paint. Twenty-four million of these have lead paint that is in the most potentially harmful condition – deterioration. Paint chips ingested by children, or lead paint on places that children could chew, such as window sills, are one source of danger. But more sinister is the lead dust that threatens not only children, but adults as well.

Lead makes its way into the body not only through the stomach but also through the lungs, and inhaled lead is just as dangerous as ingested lead. Lead poisoning through lead dust is typically the cause of toxicity in adults, although much greater levels of exposure are necessary to produce adverse effects in adults as compared to children.

Symptoms of lead poisoning in adults include headache; abdominal pain; memory loss; mood disorders; pain, numbness, or tingling of the extremities; muscular weakness; and reproductive harm. Pregnant women are especially at risk: pregnancy releases lead that has accumulated in the mother’s body into her bloodstream and can expose the fetus to lead as well.

Lead Paint in the Home

The only way to find out if your home’s paint contains lead (and if was built before 1978, it probably does) is to test for it. If it does, the next step is to take the proper precautions in order to keep your household safe.

First, check the paint for any damage such as peeling, chipping, chalking, or cracking. Damaged paint creates lead dust, which contaminates the air quality of your home. Actions such as opening and closing a window or door that has lead paint, or even just the normal wear and tear on banisters or railings produces lead dust. Regular vacuuming with a vacuum cleaner equipped with a HEPA filter will trap lead particles.

It’s actually quite important to repair damaged surfaces; simply painting over them is not a permanent solution. Steps should be taken to replace the paint with safer materials.

Keep in mind that improperly removed lead spreads even more lead dust around the house and poses a greater hazard to your family. This danger is particularly relevant when remodeling or renovating a home containing lead-based paint.

In order to minimize the amount of lead dust and fumes, do not use a propane torch, heat gun, dry scraper, dry sandpaper, or a belt-sander. If possible, move your family to another location for the duration of the renovation; if this is impossible, make sure that the work area is sealed off. While work is in progress, anyone who enters the work area should be sure to wear a mask in order to keep from inhaling lead dust.

To prepare for your family’s return to the newly renovated living space, clean surfaces that may be contaminated by lead dust, making sure to wear a mask. Wash any items, especially toys such as stuffed animals, that may have come into contact with the dust. Using a HEPA air purifier is also a good idea, both during renovation and after, as it will capture lead particles and reduce your family’s risk of lead poisoning by inhalation.

In addition to these precautions during periods of reconstruction, the following routine measures can be taken to protect your family from lead poisoning:

- Check a toy recall list regularly, and also check your children’s toys to make sure none of them are on recall lists.

- Maintain a clean environment in your home by wiping floors, window frames and sills, and other surfaces on a weekly basis.

- Vacuum with a HEPA filter vacuum cleaner to trap lead dust particles that come either from paint or from contaminated soil that’s tracked inside. HEPA air purifiers also eliminate lead dust as well as other toxic substances.

- Wash children’s hands often, especially before they eat and prior to naptime or bedtime.

- Wash children’s toys, stuffed animals, bottles, pacifiers, and other toys regularly.

- Don’t allow children to chew on window sills, railings, or other painted surfaces.

- Finally, ensure that your children eat nutritious meals that are high in iron and calcium. Children with such diets absorb less lead.

You can go online and send it in for a replacement or you can take it to toys’r'us and do an instant in-store exchange for a new toy. I’ve had bad luck with those mail in rebates since they take so long, so I find in-store exchanges for a new toy work much better.

Manufacturers of consumer products selling into the U.S. market are aware of the potentially dangerous and costly consequences when their products contain a major design flaw or manufacturing defect. The U.S. Consumer Product Safety Commission (CPSC) Web site indicates that there is indeed reason for caution on the part of all manufacturers: deaths, injuries, and property damage from consumer product-related incidents cost the U.S. more than $700 billion each year.

The CPSC’s “November 2007 Recalls and Product Safety News” report indicates a wide range of recent recalls that were enacted in order to protect consumers from potential dangers ranging from lead-based paint in toys to collapsing furniture.

Here is an FAQ for those manufacturers who are currently considering a product recall or who operate in industries that face a high degree of risk of product recall-related incidents.

FAQ #1: Which types of consumer products are experiencing highest incidence of recalls?

A: According to an analysis of the “November 2007 Recalls and Product Safety News” report available on the CPSC Web site, 36% of recalls in that month involved baby goods or toys. Following close behind were products in the following categories: jewelry/costume jewelry (13%), electronics/electrical products (13%), furniture (9%), and machines/vehicles (6%). Other product categories represented among the multiple recall campaigns mediated by the CPSC in November include clothing, decorations, outdoor/sporting goods, school supplies, paper goods, storage racks and tools.

FAQ #2: What are the most prevalent potential dangers related to recent recalls?

Other potential hazards include the risk of fire (19%), collapse/bodily injury (11%), choking (6%), lacerations/cuts (6%), strangulation/suffocation (6%), and electric shock (4%).

A: A product recall can come about in two primary ways. The first is the result of multiple consumer-originated complaints to the CPSC or other government organizations about the same product. (Such complaints can be directed by consumers directly to the CPSC Web site). The second is when proactive or cautious manufacturers or distributors of a given product suspect a defect or flaw and decide to error on the side of caution by instituting their own recall campaign. Either way, the CPSC ultimately gets involved with all consumer product recalls – provided that the product in question is one of the 15,000 product types that falls under the CPSC’s domain.

FAQ #4: How should my company determine whether we should issue a recall?

A: The determination as to whether your firm should issue a product recall should depend upon a number of factors, both internal and external to your company. Often, multiple dimensions are to be taken into account when considering whether to issue a campaign. Legal, financial, ethical, technical and political factors are all involved. If your company is facing a recall situation, it is important to make quick, accurate judgments about whom to contact and how to determine the content of the recall message that consumers will hear. yes, more kids DO have autism these days, it is not just diagnosis. i read it on yahoo knews. no one knows why tho.

i read an article once how the glutamates part of MSG (otherwise knows as Hydrolized Protien/peanuts/corn/anything, or “natural flavor” because it comes from natural things) might be responsible for for distrupting similar chemicals in the brain. other ppl blame vaccinations (in which case i believe autism is the lesser evil!). could be we are not getting something in our food — or getting too much of something — or could be something in our plastic — anything.

i think (my own oppinion, did not read it anywhere) it could even be genetic. as we keep ppl alive more and more no matter how geneticlaly messed up they are, they will live and reproduce more and more, giving us more problems.

they recently figured out that fevers for some reason lessen the symptoms, and some feverish autistic kids act almost normal.

they will figure it out. in the 50′s they didn’t know about heart disease adn doctors told pregnant women to smoke! they figured out that choleseroal made heart disease in the 50′s and they figured out that tobacoo was the reason for the lung cancer epidemic, and they will find the reason for autism too, don’t you worry.

Why is there still lead paint on the market?

Is lead paint much cheaper to make? Why is it that they are even able to get hold of it to use (i.e. to paint toys)? It’s been known since the 70′s that the stuff is dangerous so should it not by know be more expensive to make paint containing lead, assuming that the manufacturing techniques for non-lead paint should have progressed way passed those for lead paint?

Or is it that someone in China has stockpiles of vats with lead paint that they have stored since the 70′s and are now unloading?

The only reason I can think of for it being used is that it is cheaper and I would like to know how that can be.
