PPM = mg/Liter so 600 PPM is the same thing as 600 mg in 1000 mL of water. so, therefore:

600 mg/900 mL = 0.667 mg/mL X 1000 = 666.67 mg/L
Since there are 1000 mg/gram, then this equals 0.67 grams lead per liter of paint.

5 X 10^4 = 10,000 mg/Liter = 10 Grams/Liter

10,000/900 X 1000 = 11,111 mg/Liter = 11.11 g/Liter

How do i stop pencil marks (lead as opppsed to coloured pencils) on walls from coming through the new paint?

I have let the paint dry and then re-coated but the marks (guide lines actually) still keep “bleeding” through.

Any ideas?

The Law Requires Lead Based Certified Renovator, lead contamination

THE LAW REQUIRES!

Federal law 40 CFR Part 745 requires individuals undergo certain information before renovating six sq ft or more of painted surfaces in a area for interior project or more that twenty sq ft of painted surfaces for exterior projects in living accommodations, “child-occupied facilities” and schools built before 1978.

A “child-occupied facility” means a building or portion of a building , built prior to 1978, entered regularly by the same child, under 6 years old , on at least 2 different days within a week (Sunday through Saturday period ), provided that each day’s visit lasts at least three hours and the combined weekly visits last at least six hours, and the combined annual visits last at least sixty hours.

Child-occupied facilities may include, but are not limited to, day care centers, pre-schools and kindergarten classrooms.  They may be located in target housing or in public or commercial buildings.

April 22, 2010 federal law 40 CFR Part 745 will require contractors that shake up lead-based paint in homes, child-occupied facilities and schools built before 1978 to be certified and follow particular work practices to prevent lead contamination.

 

Any contractor that “Renovates, Repairs or Paints” (RRP)  must have at least one individual that overseas that job that is a Certified Renovator .  This certification must be given by an approved EPA certification provider.

The RRP now overseas and gives all lead safe work practices training to all workers at that job site.  The RRP is also responsible for set up of the job site, safe practices while working on the job site, examination for lead, rubble removal, establishing workers make clean areas, debris removal, record keeping and cleaning confirmation procedure.

All workers that will be exposure to lead based , must be certified as in conformity with 40 CFR Part 745 and applicable state requirements (Oregon) OR OSHA 1926.62 and (Washington) WAC 296-155-17625.  Please note both Oregon and Washington are in process of committal to writing their own new code.  At the time of the publication of this manual, they were not in completed or adopted.

WHAT INDIVDUAL MUST FOLLOW THE LAW?

Anyone who is paid to perform work that disturbs paint in housing and child-occupied facilities built before 1978, this may include but is not limited to:

  • Residential rental property owners/managers
  • General Contractors
  • Special Trade Contractors, including

⇒ Painter workers

⇒ Plumbers

⇒ Carpenter workers

⇒ Electrician workers

 

WHAT ACTIVITIES ARE SUBJECT TO THE LAW?

Any activities that disturbs paint in pre-1978 housing and child-occupied facilities, including:

  • Remodeling and repair/maintenance jobs
  • Electrical work
  • Plumbing
  • Painting
  • Carpentry work
  • Window replacement activities

 

WHAT HOUSING AND ACTIVIES ARE EXCLUDED FROM THE LAW?

Exclusions are:

  • Housing built in 1978 or later
  • Housing for elderly or handicapped persons, unless children under 6 reside or are probable to reside there.
  • Zero-bedroom dwellings (studio apartments, dormitories, etc.)
  • Housing or components declared lead-free by a certified inspector or risk assessor. Test kits must be acceptable to EPA, check the web site www.epa.gov/lead for the most current acceptable kits.  At the time of publication of this manual only 1 test  was accepted by EPA “Lead Check”.  However Lead Check does not work for drywall or gypsum board.
  • Minor repair and maintenance activities that disturb 6 sq ft or less of paint per room interior, or twenty square feet or less on the exterior of a home or building.

Note: minor repair and maintenance activities do not include window replacement and projects involving demolition or prohibited practices

Lead Paint, EPA RRP, and HEPA Vacuums

Lead paint regulations are upon us all. New EPA regulations mandate the use of HEPA vacuums that provide job site clean up of lead dust and debris. Purchasing the wrong HEPA vacuum can cost contractors and homeowners big time. Improper cleaning can lead to fines, jail time, and lawsuits.

EPA Renovation, Repair, and Painting (RRP) Rule requires the use of equipment with a High Efficiency Particulate Air (HEPA) filter under two circumstances: Required for interior work area cleaning is a “HEPA Vacuum”: 40 CFR 745.85(a)(5)(ii) states that “The firm must clean all objects and surfaces in the work area and within 2 feet of the work area in the following manner, cleaning from higher to lower: 1. Walls. Clean walls starting at the ceiling and working down to the floor by either vacuuming with a HEPA vacuum or wiping with a damp cloth. 2. Remaining surfaces. Thoroughly vacuum all remaining surfaces and objects in the work area, including furniture and fixtures, with a HEPA vacuum. The HEPA vacuum must be equipped with a beater bar when vacuuming carpets and rugs.” EPA defines a HEPA vacuum at 40 CFR 745.83. “HEPA vacuum means a vacuum cleaner which has been designed with a high-efficiency particulate air (HEPA) filter as the last filtration stage. A HEPA filter is a filter that is capable of capturing particles of 0.3 microns with 99.97% efficiency. The vacuum cleaner must be designed so that all the air drawn into the machine is expelled through the HEPA filter with none of the air leaking past it.”

The message is clear. HEPA filter vacuums for lead paint removal must be purpose designed from the beginning. Problems are created when trying to convert old vacuums to use HEPA filters. Purchasing the right HEPA vacuum is of paramount importance.

Filter clogging is a major problem with HEPA vacuums. Since HEPA filters capture 99.7% of dust at .filtering at .3 microns is a tough job. In performing their task, they choke up quickly with fine dust and debris, causing the vacuum to load up and reduce the airflow and cleaning power. This leads to big problems during lead clean up; the vacuum is not cleaning properly, and the operator is forced to change filters in the middle of the operation. Filter changing in the middle of the job can create significant liabilities with respect to job site and employee contamination, as well as escalating job costs. Also, one of the major complaints from contractors is the frequency and cost of changing the HEPA filters. One contractor is spending upwards of $400 per month on replacement filters for just one machine.

The answer to the problem is using a lead paint removal vacuum that has self cleaning filter technology. This has had the havoc in our lives (family of 4 W / 2 girls). That dessimate also that there is no money. It is around 12K. What I can do? What I can court say? One last thing: they were required by law to inspect for lead paint apt each year with children living in children under 6 years apt. They once (he lives 5 years). Just as we were leaving (about a month before), that mysteriously verified lead-based paint. Inspection company that was observed chips based on lead paint in several places. "I can threaten a lawsuit based on this? Would it be smart to tell them not to press charges if I elimate? Or should I take this to court? Am I anything? thanks

Today's news for consumers of health insurance appears to be all the same: insurance premiums are increasing while coverage is shrinking. According to the IRS, "medical expenses" are defined as follows:

Has anyone else recently had their child’s lead checked and it was over 5?

We recently moved into an 1890 Victorian and soon after I became concerned about lead. My daughter tested at 5. My husband and I carefully encapsulated all of the paint in our home. I used tape contact paper over areas that were peeling and then painted over them. Two months later I had my daughter checked again and instead of going down her lead level went up to 7. I use a hepa vaccume, I keep the floors as clean as possible, my husband removes workclothes upon entering the house and gets in the shower. We have limited backyard time. I’m running out of ideas. I just tested her Chicco high chair with a lead swab and it came out questionable but no agency or company seems to care, and we can’t keep spending hundreds of dollars to randomly test things. Anyone have any suggestions? (We’ve tested her toys and none have come up positive.) We don’t use the windows and I have taped the sides of the doors and jams to prevent peeling and dusting.
